Important document notes before you submit
- New York State does not apostille federal documents through the New York Department of State. Federal records need their own federal authentication path.
- DCJS background checks usually need an additional letter signed by the Commissioner or an authorized designee confirming fingerprint results.
- New York State Department of Health birth, death, and marriage certificates signed by the Director of Vital Statistics can typically go through the New York State apostille route.
- New York City Department of Health vital records usually need New York County Clerk certification first, and NYC birth and death certificates also need a Letter of Exemplification before County Clerk submission.
- Birth, death, and marriage certificates issued by a city, town, or village clerk generally need County Clerk certification in the county where the document was issued.
- Educational documents usually need school certification first, then notarization of that school official's signature, then County Clerk certification of the notary.
- Other documents, including many powers of attorney, normally need notarization first and then County Clerk certification before apostille submission.
